JFK Terminal 4: a successful paradigm for air terminal management and a model of public/private partnership. JFK Terminal 4, the only non-airline, privately-operated terminal at JFK. JFKIAT, through its sole member, is a partly-owned subsidiary of Schiphol USA Inc. (SUSA), an indirect U.S. subsidiary of Schiphol Group. Terminal 4 opened in May 2001 after undergoing a $1.4 billion redevelopment, transforming the former International Arrivals Building (IAB) into an air terminal model for the 21st century.
Phase 1 of a two-phase expansion and renovation project was completed on May 24, 2013 and added numerous infrastructure enhancements to the facility to the benefit of the 30 international and domestic airlines and the passengers that use the terminal. The project added nine wide-body gates for Delta Air Lines, a new inline baggage system, a centralized passenger security check point, an expanded Customs and Immigration facility, a new domestic baggage claim and a host of new and exciting food & beverage and shopping options. Phase 2 added 11 regional jet gates for Delta Air Lines that opened in January 2015.
The Management Team
Gert-Jan de Graaff - President and CEO
As President and CEO of JFKIAT, LLC., Gert-Jan de Graaff leads the management team of the first private terminal operator in the U.S.
Mr. de Graaff is charged with developing, communicating and managing the execution of the strategic and tactical plans for the company.
Mr. de Graaff has almost two decades of international aviation industry experience. He started as the Senior Director of Marketing & Account Management at Amsterdam Airport Schiphol in The Netherlands in 1995 and has since held executive positions at Stockholm Arlanda Airport in Sweden and Brisbane Airport Corporation in Australia.
Most recently, Mr. de Graaff managed Schiphol Group's 2012/2013 bid to operate Rio de Janeiro International Airport in Brazil.
JFKIAT, LLC is owned by Schiphol USA Inc., a U.S. affiliate of Schiphol Group.
Michael Sibilia - Chief Financial Officer
Mike Sibilia manages all financial matters for JFKIAT in his role as Chief Financial Officer. Specifically, Mr. Sibilia oversees several key departments within JFKIAT including the finance and accounting group, legal and human resources. Since he joined IAT in 1997, Mr. Sibilia has been instrumental in managing the company’s finances while also developing key relationships with stakeholders and partners such as the Port Authority of New York & New Jersey. Mr. Sibilia has more than 20 years of experience in finance and public accounting.
Susana Cunha - VP of Operations
Susana Cunha is responsible for managing Terminal 4's day-to-day airside, landside and terminal operations. She serves as the principle liaison with the terminal's airline partners,
government agency representatives and other Terminal 4 vendors to ensure the efficient operation of the facility. Ms. Cunha focuses on enhancing the customer service experience of Terminal 4's internal and external customers.
With over more than 24 years of aviation industry experience, Ms. Cunha joined JFKIAT in 2006, serving first as a Duty Manager. In 2008, she was promoted to Director of Terminal & Landside Operations, a position she held for the six years prior to her current role.
Stacey Lora - VP Security
Stacey Lora is responsible for managing all aspects of Terminal 4's security. Ms. Lora focuses on minimizing security vulnerabilities in the
building as it relates to the day-to-day business of the terminal, and establishes and reports all security-related policy and procedure for Terminal 4. She ensures
that Terminal 4 meets and adheres to Local, State and Federal mandates, regulations and laws in close cooperation with the Port Authority Police Department, TSA and
Customs and Border Protection. Ms. Lora joined JFKIAT in 2005, has served most recently as Duty Manager for Terminal 4, responsible for managing all building
operations. Prior to joining JFKIAT in 2005, Ms. Lora was Security Manager for American Airlines. She has 15 years of operational experience in the aviation industry.
Shawn E. Makinen - VP Aviation Planning and Facility Management
As Vice President of Aviation Planning and Facility Management, Shawn Makinen is responsible for Terminal 4's
construction projects, capacity expansion, maintenance, cleaning and, property management. Mr. Makinen manages all aspects of the
terminal's improvement projects including proposals, awards, and submissions to the Port Authority of NY/NJ. He also handles all
coordination of construction work, manages project budgets, creates a project punch list, and oversees each project's acceptance test
and final close out. Mr. Makinen has more than 25 years' experience in the industry including 10 years in the Port Authority's Aviation
Department serving in various management positions at all three New York-area airports.
Barbara Margulis - VP Safety and Performance Management
Barbara Margulis is responsible for overseeing safety practices at Terminal 4 and ensuring compliance to
performance and quality standards for JFKIAT. Ms. Margulis is charged with fostering a 'Safety Culture,' developing and implementing
the methodology to assess and manage business process documentation, auditing the company's Key Performance Indicators and recommending
improvements. Ms. Margulis has more than 20 years of aviation industry experience. Since joining JFKIAT in 1998, she has worked in
several departments including Operations, Marketing and Concession Management. Her experience at JFKIAT enables Ms. Margulis to focus
on improving customer service and quality at Terminal 4.
Daryl Jameson - Deputy VP Facility Management and IT
As Deputy VP of Facilities and IT, Daryl Jameson develops and implements policies and strategies for the management
of Terminal 4's infrastructure, which includes the terminal's maintenance, cleaning, IT and communications systems. Specifically, Mr. Jameson
manages all third party services responsible for building maintenance such as HVAC, the baggage handling system, life safety systems,
janitorial services, and development of business and flight information systems as well as airline common use check-in systems.
Mr. Jameson joined IAT in 1997 and has more than 20 years of experience in the industry.
Edward Midgley - VP Concession Management
Edward Midgley manages the daily and long-term performance of Terminal 4's concession program.
He is responsible for carrying out and delivering the concession program strategy encompassing revenues from all categories
including duty free, books and news, specialty retail, food and beverage and advertising. Mr. Midgley focuses on maximizing
performance management and improving customer service levels. A seasoned manager in the food/beverage and hospitality services
industry since 1979, Mr. Midgley previously served as the Food and Beverage Director/Assistant General Manager for Westfield
Concessions Management at Newark Liberty International Airport Terminal C. He joined JFKIAT in April 2011.
Lawrence T. Hurwitz - General Counsel
Lawrence T. Hurwitz is General Counsel for JFKIAT and provides legal support to all IAT departments.
Since joining IAT in 2002, Mr. Hurwitz has been involved with contract drafting and negotiations with airlines, retailers,
vendors and all other business partners for the terminal. In addition, Mr. Hurwitz has coordinated with outside counsel regarding
all legal matters pertaining to the operation and management of Terminal 4, as well handling Human Resources. Mr. Hurwitz has
more than 20 years as legal counsel for aviation-related companies.
Anthony Baymack - Controller
Anthony Baymack is Controller for JFKIAT and is charged with supervising all general accounting and budgetary
activities for Terminal 4 including financial analyses of operations, developing interim and final financial statements and all other
financial information used for the guidance of management. Mr. Baymack joined IAT in 1997 and has more than 20 years experience in accounting.
Gerry Confreda - Controller AR
Gerry Confreda is Controller AR for JFKIAT and manages the accounts receivable function, collection process, tax activities,
assists with budget preparation for airline and non-airline revenue streams and acts as a liaison between the Commercial and Finance departments.
He also assists the CFO with IAT's benefits and 401k plan administration. Mr. Confreda joined IAT in 2001 and has 20 years experience in finance and accounting.
Robert Pyrka - Director of Airline and Capacity Planning
As Director of Airline and Capacity Planning, Robert Pyrka is responsible for maintaining and building airline relationships with existing and new entrant carriers.
He develops capacity plans by modeling the demand for various Terminal 4 processes such as gates, check-in, baggage make up, inline baggage screening, FIS processing, baggage reclaim and security checkpoint screening.
Mr. Pyrka also forecasts annual passenger and flight volumes. He joined JFKIAT in 1997 and has previously held the positions of Business Analyst, Operations Manager and Operations Supervisor. Prior to his time with JFKIAT,
Mr. Pyrka worked with a ground handler and other airport operators. He is a Certified Member (C.M.) of the American Association of Airport Executives (AAAE) and has almost two decades of experience in the industry.

Baggage Operations Manager
Position Reports to: VP Operations, Operations Managers
Primary Position Responsibilities:
Responsible for the direct oversight of day-to-day baggage system operations.
Direct and monitor performance of contract staff as it relates to operations
Provide technical support and expertise to facilitate baggage operations
Provide regular performance reporting to senior management.
Develop, improve, test, and execute baggage system contingency/ communications plans.
Develop and maintain productive working relationships with baggage system stakeholders
Develop and maintain outstanding working relationships with TSA management.
Provide operational support to the Duty Manager as needed.
